JUST STREETS is offering 12 dedicated local authorities from across Europe to join the project as Twin Cities. While our team of city experts, as well as technical and research partners will share insights and practical “how-to” experience, we will also work with you to replicate and adapt innovative street transformation strategies to your own local context.

The Twin City
Programme.

To be eligible for the JUST STREETS Twin City programme, applicant cities must be a local authority from one of the 27 EU member states or from one of the 16 countries with active association agreements with the Horizon Europe programme (Albania, Armenia, Bosnia and Herzegovina, Faroe Islands, Georgia, Iceland, Kosovo, Moldova, Montenegro, North Macedonia, Norway, Serbia, Tunisia, Türkiye, Ukraine, and the United Kingdom).

To be eligible to participate in the Twin City Programme, your municipality should have at least 10,000 inhabitants.

Yes. Applicants need to represent a city or municipality.

Yes. You must apply to the Twin City Programme no later than November 16, 2025.

We will inform applicants if they have been shortlisted in November 2025. Shortlisted cities are invited to a very informal 15-minute interview before the final selection announcement will happen in January 2026.

You must commit to participating in 2 virtual workshops (3 hours total), 2 in-person workshops (approx. 6 hours each), as well as the final event (full-day event). Your city is also required to deliver a Twin City Roadmap, outlining how the learnings are planned to be integrated in your own work. Estimated effort for creating the roadmap is 6 to 12 hours, depending upon prior experience. Full requirements can be found in the Call Details document.

The Twin City Programme will enable you to develop your own city’s roadmap towards inclusive and climate-resilient urban mobility. Each workshop will get you started with a different part. At home you can expect to invest a total of approx. 6-12 additional hours into your roadmap. At the end of the programme, you will not only have gained knowhow, but also an overview of specific actionable next steps.

The first Workshop will take place on 24 March 2026, connected to the Urban Future 2026 conference in Ljubljana, Slovenia (you will receive a complimentary conference pass to attend all of Urban Future 2026, Europe’s biggest event for better cities, taking place in Ljubljana on March 24-27).
The second Workshop will take place in September 2026 in Milan, connected to a JUST STREETS project meeting. The date will be confirmed in spring 2026.

Yes. For selected cities we can cover travel and accommodation expenses (for the 3 required trips) up to a maximum of EUR 2,500.
