Six Phases for Co-Creating Just Streets

Fair streets don’t just happen - they’re built when people work together.

At JUST STREETS, we frame co-creation as a pathway, not a straight line. You can enter at any point and loop back as contexts shift. From listening on the ground and co-visioning futures to testing new ideas and embedding change in institutions, each phase is a chance to shift power and make mobility and public space more just.

We work with a total of six phases:

  • Co-identify needs

  • Co-vision futures

  • Co-design solutions

  • Experiment

  • Evaluate + Learn

  • Govern together.

Key Ideas & Practices

  • Co-creation is non-linear:
Cities can enter at any phase and loop back as contexts change.

  • Listening on the ground:
Gather community insights and lived experiences.

  • Co-visioning futures:
Jointly imagine streets that reflect shared values.

  • Testing ideas:
Experiment with prototypes and pilots before permanent implementation.

  • Institutional embedding:
Integrate successful changes into city policies and planning.

  • Each phase is a practical opportunity to shift power:
    Make streets more just.

Knowledge Pill #2 – The Six Phases of Co-Creation

This 15-page visual guide introduces the six-phase method for co-creating just streets and connects it to practical action. It builds on research conducted by our project partners: University of Westminster, Universiteit van Amsterdam, Universidade do Porto, Fondazione LINKS, and Western Norway University of Applied Sciences.
